Jakarta Strengthens Referral Services for Women and Child Victims of Violence

The Jakarta Women and Child Protection Center (PPPA) has launched "Ruang Kolaborasi", a platform to strengthen coordination and referral service mechanisms for women and children who are victims of violence.

Ruang Kolaborasi brings together various stakeholders, including the police, the Indonesian Association of Forensic Psychology (APSIFOR), the Social Agency, Health Agency, Education Agency, and other relevant institutions and partners. It provides a shared platform to ensure victims can access coordinated, needs-based, and continuous services.

Jakarta PPPA Head Rahayu Sri Rahmawati said the need for integrated services has become increasingly important as the number of violence cases handled by the Jakarta PPPA continues to rise.

Data show that 1,682 cases were recorded in 2023, rising to 2,041 in 2024 and 2,269 in 2025. Meanwhile, 1,560 cases had been handled from January through August 2026.

According to her, addressing violence against women and children is a shared responsibility that requires coordination among different service providers.

"The success of case handling is measured not only by the completion of legal proceedings, but also by how we ensure victims receive comprehensive and uninterrupted services, do not have to repeatedly recount their traumatic experiences to multiple parties, and receive support throughout the recovery process," she said on Friday (8/14).

Rahayu explained that victims need a service system that is not only fast and appropriate, but also provides a sense of safety throughout the process. Through Ruang Kolaborasi, the Jakarta PPPA is therefore promoting closer coordination among institutions to ensure victims' rights are fully met.

"This approach aims to build professional, responsive, inclusive, and victim-centered services, enabling women and children who experience violence to receive protection, justice, and support throughout their recovery," she emphasized.

She said Ruang Kolaborasi was launched as a first step toward strengthening the service network, with the platform expected to connect victims with the services they need so they do not have to face the process alone.

Through Ruang Kolaborasi, Rahayu added, the Jakarta PPPA is committed to continuing its partnerships with regional agencies, law enforcement officials, professional organizations, and other partners.

"This collaboration is part of our efforts to provide integrated, sustainable, and victim-centered protection services for women and children, with victims' safety, needs, and recovery process as key considerations at every stage of service delivery," she noted.

Jakarta Governor's Special Staff Nong Darol Mahmada also praised PPPA Jakarta's service personnel who have been assisting women and children who are victims of violence.

She said the input on strengthening human resources and improving service quality would be taken into consideration for further action.

"Ruang Kolaborasi is important because addressing violence against women and children cannot be done alone. We need the involvement of various parties to ensure every victim receives the services they truly need," she stressed.

Meanwhile, Bernard Tambunan, Head of the Social Rehabilitation Division at the Jakarta Social Agency, called for stronger cooperation between the Social Agency and Jakarta PPPA.

"Inter-agency synergy is needed to ensure victims' social rehabilitation needs and follow-up services are properly connected," he said.

The launch featured a dialogue session discussing various challenges in service delivery, including the sustainability of human resources, protection for service providers, fulfillment of human resources' rights, and the gap between the number of cases handled and the availability of service personnel.

In addition to strengthening cross-sector coordination, the event continued with a focus group discussion (FGD) with clinical psychologists from Jakarta PPPA.
